Roe, Justices Scalia, Ginsburg, Souter, O'Connor, Breyer and Kennedy join Stevens's opinion that the Constitution guarantees the right of new residents of a state to be treated equally with older residents, thus invalidating a provision of welfare reform. Rehnquist and Thomas join each other's dissents.
